## Context
Can profile expand entitlement?
## Decision
Never — `FilteredOfferings ⊆ MaximumEntitlement`, profile only orders/reduces.
## Alternatives Considered
High-engagement profile unlocking new tools.
## Consequences
EP-10-T02 brings a property test validating the invariant for random inputs.
